Has the VGA 2 Web function for the DVI to USB3 been disabled, when I click to share, I get share has stopped popup after a few seconds, the URL never becomes live. The software says I have the latest Firmware.

The VGA2WEB server was indeed shutdown. This previously existed as a means to show an example to customers of how live streaming works, but with the prevalence of free and easy to use streaming platforms like Facebook and YouTube this old service was no longer needed. Not to mention that Facebook, YouTube and the rest offer higher quality and additional features.
The DVIUSB 3.0 and SDI2USB 3.0 can be used in third party applications easily, for example the free streaming application OBS.
